RFI for Modernization Moodle Learning Management System (LMS)

The agency is seeking information to modernize, upgrade, and sustain a Moodle-based learning management system environment, including core platform components and system integrations. The agency needs to solve challenges related to administrative support, reporting and analytics, accessibility compliance, and user capacity. This initiative aims to advance the effectiveness, efficiency, and scalability of the digital learning environment while supporting evolving mission and workforce readiness requirements. The scope of work covers providing scalable and secure learning management system solutions capable of supporting both routine operational loads and surge population requirements. The selected partner must design, develop, update, and maintain SCORM and xAPI compliant training content. Additionally, the scope includes supporting analytics and reporting functions for training usage and decision support, while ensuring compliance with federal cybersecurity, data protection, accessibility, and operational continuity requirements. Eligible respondents must be onshore organizations based in the United States. Performance of the work may occur onsite or offsite. The agency is currently looking for proposals to determine the budget, and the anticipated contract period will be for one year.
