Utility Online Marketplace Software and Service

The agency is seeking a vendor to provide a hosted utility online marketplace software and service to enhance the digital shopping experience for its customers. The project aims to solve the need for a turnkey e-commerce platform that integrates single sign-on capabilities with the existing Manage My Account platform. The selected provider must deliver system configurations, training, user experience expertise, and ongoing customer service and support. The scope of work covers implementation services, marketing and outreach campaigns, data reporting functionality, and turnkey fulfillment for all marketplace purchases. The vendor must prepare promotional materials for the launch, including website content, social media posts, email campaigns, and press releases. Additionally, the platform must support rebates, discounts, special promotions on selected items, and an administrative portal to track sales data. Eligible bidders must be onshore organizations based in the United States. The performance of the work may occur either onsite or offsite. The agency requires a revenue share model where the generated revenue exceeds the total costs for hosting and services. The contract period will span three years. A non-mandatory pre-proposal meeting is scheduled for June 3, 2026. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
