Belgium - Website Design, Development, Hosting, Migration and Implementation Service Using Drupal CMS

The issuing agency in Belgium is seeking a vendor to provide website design, development, hosting, migration, and implementation services using the Drupal content management system. The agency needs to solve the problem of maintaining and continuously improving its website infrastructure, usability, and performance. The project covers website content maintenance, fixing existing bugs, proactive application monitoring, and implementing technical updates to upgrade to new versions of Drupal core and contributed modules once a year. The scope of work requires the vendor to provide hosting services for One Drupal websites and continuously update the platform to the latest Drupal version, which is currently 10.6.5. The selected partner must apply monthly Drupal security updates, fix bugs, support content creation, and add new modules as required. Design requirements include continuous improvement of website features through light changes, delivering user experience assets, and implementing a components-based design system possibly utilizing frameworks like Material Design. To improve usability, the agency requires enhancements to the editor functions used for creating and updating website content. External user functionality must also be improved through better navigation, enhanced search functions, and visual upgrades such as animations, interactive maps, and collapsible menus. The final deliverables must adhere to search engine optimization standards, web accessibility guidelines, and Drupal development standards.
