The scope of work covers discovery and strategy, mobile-first UX/UI design, technical architecture, content migration, hosting recommendations, training, and post-launch support. For the discovery phase, the agency requires stakeholder workshops, audience personas, content audits, information architecture, analytics objectives, and an accessibility gap analysis. The technical development demands a secure CMS recommendation, integration with ticketing, calendar, CRM, payments, maps, and document libraries, and strict adherence to OWASP-aligned security controls. The vendor must also implement and verify WCAG 2.1 AA accessibility standards across all templates and migrate existing content while maintaining link integrity and redirect structures. The agency requires the vendor to provide managed hosting recommendations with uptime service level agreements, disaster recovery plans, and development, staging, and production environments. Training deliverables must include admin and editor training, accessibility authoring practices, standard operating procedures, and quick-reference guides. Post-launch support must encompass a warranty period, patching, incident response, minor enhancements, accessibility monitoring, and analytics reporting. Eligibility is restricted to onshore organizations located in the United States of America. The selected vendor will perform all work offsite.
