Web Accessibility Checker Tool

The agency is seeking a Software as a Service cloud-hosted web accessibility checker tool to help organizations ensure their websites comply with WCAG 2.0, WCAG 2.1, and Section 508 accessibility standards. The system must monitor, identify, and resolve website quality and accessibility issues, categorize problems by WCAG levels A, AA, and AAA, and remain extensible to support WCAG 2.2 and future updates. The requested tool must identify broken links, check overall website quality, and generate accessibility compliance reports for entire websites or selected pages. The scope of work requires the tool to scan single-page applications, dynamic content, multilingual websites, and pages generated by JavaScript frameworks such as React, Angular, and Vue. The system must crawl and scan both public and login-protected web pages, and it must simulate or assist in evaluating keyboard-only navigation. Additionally, the agency requires artificial intelligence and machine learning capabilities to generate context-aware fix suggestions, such as image-recognition-based alt text, and a report API to feed real-time compliance data into external dashboards like Power BI or Tableau. Only Canadian organizations are eligible to bid on this opportunity. The selected vendor will perform all work offsite, and the agency is accepting digital proposal submissions via email or online.
