Staff Augmentation Service

The Virginia-based government authority located in Richmond is seeking a vendor to provide staff augmentation services to its Office of Public-Private Partnerships (P3). The agency requires business management and financial advisory staff augmentation to support the commonwealth’s public-private transportation program. The selected vendor must provide expert managers to oversee the services, which include contract management, financial advisory services, and project screening and development. The scope of work also covers program management, project management, and administrative support to meet the needs of the P3 program manager and the broader P3 program. The agency requires personnel with expertise in Microsoft programs such as PowerPoint, Word, Excel, Scheduler, and Visio. Additionally, the staff must possess skills in website design, website maintenance and remediation, graphic design, and marketing. Only organizations based in the United States are eligible to bid on this opportunity. The agency allows the performance of the work to take place either onsite or offsite. The contract period will span two years, and the agency is currently looking for proposals to establish the budget. The agency will host an optional pre-proposal conference on June 1, 2026. Bidders must submit all questions regarding the solicitation no later than June 15, 2026.
