Website Design, Develop, Hosting, Implement and Migration Service Using CMS

The issuing county agency is seeking a qualified vendor to design, develop, implement, host, and migrate its official website using a secure, scalable Content Management System. The agency needs to solve the problem of limited public access to information by creating a modern, user-friendly, and mobile-responsive platform that aligns with federal best practices and .GOV domain requirements. The project covers the development of sitemaps, wireframes, and design prototypes, as well as the creation of intuitive navigation and improved user experience across all desktop, tablet, and mobile devices. The scope of work requires the selected vendor to meet or exceed WCAG 2.1 AA accessibility standards for all new and migrated content. The agency also requires the website architecture to support future integrations, specifically scalable platforms for AI-powered chatbot functionality, GIS, document management, payment systems, and other existing county IT infrastructure. Additionally, the vendor must maintain URL redirects where appropriate to preserve search engine optimization during the migration process. Eligibility is strictly limited to onshore organizations based in the United States. The agency requires all performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently looking for proposals to determine the budget.
