Mexico - Mobile Application Programming and Development Service

The United Nations High Commissioner for Refugees in Mexico is seeking a vendor to provide mobile application programming and development services. The agency needs to establish a basic template, service consumption logic, and a general architecture, alongside secure data storage mechanisms on the device. The application must support user login, user creation, password recovery and change, a home page, a menu, and logout functions. The agency requires a user interface and user experience designed with accessibility best practices and clear, action-oriented messages for people with low digital literacy. The application must feature multilingual implementation for French, Spanish, Creole, and English, with the capability for the agency to add more languages after development. Security and location requirements include robust device-level location concealment with VPN or proxy, and restriction of procedures on devices outside of Mexican territory or unauthorized regions within Mexico. If a mobile device lacks the necessary characteristics to meet this location requirement, access must be restricted, and the application must assign a representative office based on proximity. The scope of work also includes a detailed work plan with activities, schedules, milestones, and responsible parties for implementing, adapting, configuring, and operating a Moodle platform. The agency requires the architecture of this Moodle-based Learning Management System to document the technological infrastructure, components, modules, integrations, and design principles. Additionally, the vendor must design a single sign-on integration with the SIRE system, deliver the final implemented Moodle system with all visual adaptations, and develop a training program for system administrators, managers, coordinators, content curators, and educators. Eligibility is strictly limited to onshore organizations based in Mexico. The agency allows the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
