RFI for Mass Notification Solution

The agency is seeking information on a hosted Software-as-a-Service mass notification solution to enable reliable communication across multiple platforms. The solution must resolve the need for a highly accessible system that message originators can reach twenty-four hours a day, seven days a week, and three hundred sixty-five days a year from any device. The agency requires a system that supports custom Short Message Service messages with high-character limitations and multilingual text-to-speech capabilities. The scope of work covers a web-based system compatible with Microsoft Edge, Google Chrome, Apple Safari, and Mozilla Firefox. The system must support multi-platform smart phones and tablets, specifically Apple iOS and Android devices, through dedicated mobile apps that allow visual Geographic Information System map-based notifications. Message originators must have the ability to launch and schedule notifications via a computer, smart phone, mobile app, or phone. Eligible bidders must be onshore organizations based in the United States of America. The agency requires the performance of all work to occur offsite. Bidders must submit responses digitally via email or online, and the agency is currently looking for proposals to establish budget expectations. The annual subscription price for the SaaS resources must include all maintenance and upgrades. Bidders must submit any questions regarding this request no later than May 26, 2026.
