Artificial Intelligence (AI) and Machine Learning (ML) Technical Research Advisor Service

The issuing agency is seeking an artificial intelligence and machine learning technical research advisor service to support a growing portfolio of initiatives. These initiatives sit at the intersection of responsible, safe, and fair artificial intelligence, financial inclusion, gender equity, and women's health. The selected vendor will design and build safe, fairness-aware machine learning models for credit, loan eligibility, and health-related product recommendations. The scope of work requires building and deploying agentic artificial intelligence components for automated financial guidance and policy drafting. The service provider must develop and fine-tune large language model-based pipelines for natural language policy recommendation outputs. Additionally, the agency requires the design, construction, and evaluation of inclusion-sensitive recommender systems that explicitly account for financial exclusion, gender, and income disparities. The project also covers ongoing fairness auditing of model outputs using gender-disaggregated data to identify and address intersectional disparities across gender, income, geography, and other protected attributes. The advisor must translate model outputs into actionable policy briefs and recommendations for central banks, regulatory bodies, and government ministries. Finally, the provider will lead and contribute to peer-reviewed publications and conference submissions in artificial intelligence fairness, ethics, safety, and financial inclusion.
