HR and Payroll Software and Implementation Services

The issuing agency is seeking a vendor to provide human resources and payroll software along with comprehensive implementation services. The selected system must manage human capital and payroll functions, including banks and entitlements, employee data, leaves, employee self-service, offboarding, onboarding, and payroll. Additional required capabilities include performance management, position management, recruitment, scheduling, time entry, accessibility features, and artificial intelligence. The agency requires the platform to support backups and disaster recovery, brand integration, data management, and the management of both production and non-production environments. The scope of work also encompasses help and support documentation, records and information management, reporting and analytics, system availability and uptime, and system upgrades and patch management. The agency expects the performance of this work to occur entirely offsite. Bidders must be located onshore within Canada to be eligible for this opportunity. The agency is requesting proposals to determine the budget and will establish a contract period of two years.
