Artificial Intelligence Strategic Roadmap and Governance Framework Consultant Services

The county is seeking a consultant to develop a comprehensive, enterprise-wide artificial intelligence strategic roadmap and governance framework. This initiative aims to assess the county's technological infrastructure, data governance posture, cybersecurity maturity, procurement processes, and workforce capabilities. The selected consultant will conduct stakeholder interviews, departmental workshops, system inventory reviews, and analyses of existing automation or analytics initiatives to establish this foundation. The scope of work requires the creation of a formal AI governance framework that defines oversight roles, decision-making authority, project intake and approval processes, and accountability mechanisms. The consultant must also establish an AI policy and responsible use framework, identify AI use cases, and perform return-on-investment analyses. Additionally, the project covers a workforce skills assessment, a structured AI training and change management plan, and a vendor-neutral market analysis of available AI platforms and service providers. Deliverables for this initiative include an AI Maturity Assessment Report, an AI Governance Charter, and an Enterprise AI Policy. The county has set a contract period of one year for the completion of these services. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States.
