RFI for AI Driven Image Search Tool

The United States Patent and Trademark Office is seeking an artificial intelligence-driven image search tool to enhance patent and trademark examination workflows. The agency needs to solve the challenge of efficiently searching global design, plant, and utility patent collections, as well as trademark databases, across at least eighty international authorities. This tool must cover all design classifications and utility patents across all cooperative patent classification symbols, including electrical, chemical, biological, and software arts. The scope of work requires configuring and customizing the user interface, user experience, and examiner workflows to meet specific agency requirements. The requested tool must support multi-image uploads of one to seven images per query, similarity ranking, automated classification suggestions, and image manipulation capabilities such as auto-lasso, photo-to-line conversion, and image rotation. Additionally, the system must feature custom project folders, tailored dashboard layouts, specialized export and reporting templates in PDF and CSV formats that integrate into the patent file wrapper, and project collaboration features. The agency requires the deployment of a single web portal integrated with identity, authentication, and authorization management via Okta using OpenID Connect. Bidders must perform all work offsite and must be located onshore within the United States. The agency is accepting digital response submissions via email or online, and is currently looking for proposals to determine the budget.
