Artificial Intelligence Acquisitions Service

The Federal Government is seeking artificial intelligence acquisitions services to improve government efficiency and mission effectiveness. The agency requires the procurement of safe and secure artificial intelligence models that produce reliable outputs free from bias. This initiative covers acquisitions involving artificial intelligence systems, services, tools, models, or related data-driven capabilities. The selected provider must establish clauses for incorporation into applicable solicitations and contracts above the micro-purchase threshold to ensure responsible, transparent, and secure development and deployment. The scope of work requires identifying adverse impacts to the performance and security of High Impact AI Systems, including potential violations of laws governing privacy, civil rights, or civil liberties. The agency also requires the development of mitigations, the maintenance of system documentation, and the creation of processes to enable traceability and transparency in monitoring and evaluation activities. The project requires documentation of data characteristics, including the data used, its suitability, and how it was gathered and prepared. The agency requires analysis of potential impacts on public privacy, civil rights, and civil liberties, along with planned mitigation measures and documentation demonstrating the implementation of risk mitigation requirements defined in sections 1A-D of clause AS-2606. The provider must also establish processes, procedures, and schedules for conducting periodic reassessments of the artificial intelligence systems. Eligibility is limited to onshore organizations based in the United States. The agency requires all performance of the work to be conducted offsite. The agency is currently looking for proposals and has not disclosed a specific budget.
