Enterprise Technology and AI Strategic Roadmap Services

The issuing agency is seeking enterprise technology and AI strategic roadmap services to develop a comprehensive Artificial Intelligence Strategic Plan. This plan must integrate with the agency's enterprise Information Technology and Operational Technology strategy, data governance, and operational risk prioritization. The agency needs to align these AI, IT, and data strategies with its own Strategic Plan and the Statewide Transportation Plan. The project covers both IT and OT systems, including traffic management, asset management, planning, survey, design, construction, maintenance, and administrative systems. The agency requires compliance with IT standards, statewide AI governance policies, guidance, and applicable cybersecurity regulations. The selected vendor must conduct a formal Business Impact Assessment for up to fifteen critical business applications and establish a risk-based application tiering framework aligned with operational criticality and regulatory impact. The agency is requesting the development of an AI, data, and technology strategy that leverages traffic, roadway, asset, financial, and GIS data to support analytics and evidence-based decision-making. Only onshore USA organizations are eligible to bid on this opportunity. The performance of all work will take place offsite, and the agency is looking for budget proposals to determine the cost.
