Curriculum Development, Learning Experience Production Support and Technology Food Systems

The agency is seeking a vendor to provide curriculum development, learning experience production support, and technology food systems. The project aims to establish a competency-based agency and Food Systems pathway that stacks directly onto an existing Applied Agriculture Systems Certificate. The agency requires this pathway to be designed as a sequence of modular, stackable credentials that build toward an Associate of Science degree. The scope of work covers the development of program-specific technical curriculum, including competency frameworks, course outlines, assessment structures, bilingual student-facing learning materials, and Canvas-ready course shells. The selected firm must also develop the curricular architecture to support future expansion into a four-year baccalaureate pathway, including upper-division competency mapping and sequencing, without requiring a redesign of foundational courses. The agency expects the pathway to be built above the general education layer, as this scope does not include the development of general education courses. The selected vendor must produce one complete Canvas-ready learning management system course shell per course in the required crosswalk, featuring instructional content, assessments, rubrics, competency-tracking tools, and student-facing materials. The agency requires English and Spanish versions of all student-facing materials with equivalent quality and instructional intent. The vendor must prepare curriculum documentation, Course Outlines of Record, pathway maps, and California Community Colleges Chancellor's Office Curriculum Inventory-ready materials for local and state review. All deliverables must be packaged so agency consortium colleges and other authorized institutions can adopt or adapt the pathway without rebuilding it. Eligible bidders must be located onshore within the United States. The selected vendor will perform all work offsite. The contract period will span one year, and the agency is currently looking for budget proposals. Bidders must submit all questions no later than July 1, 2026.
