Trading and Risk Management Software- Budget - Up to 3,700,000 USD

The agency is seeking to procure, design, test, and implement a cloud-hosted natural Gas and Energy Trading and Risk Management (ETRM) system. This acquisition includes system training, user guide manuals, licensing, IT maintenance services, and support services. The agency needs to replace legacy systems, such as Excel files, across its front, middle, and back office functions to address the increasing complexity of gas trading, scheduling, risk management, settlements, and sub-allocations. The project covers the full lifecycle of natural gas transactions through deal capture, nominations, scheduling, meter reads, pipeline discrepancies, risk monitoring, commodity and pipeline reservation reconciliation, and settlements. The system must provide scalability, automation, and auditability across all business units supporting natural gas procurement and operations. The selected contractor must provide implementation project team efforts, ensure concurrency with market changes, and deliver comprehensive documentation. Bidders must perform all work offsite and must be located onshore within the United States. The agency will evaluate proposals based on the ability to deliver these integrated software and support services within a one-year contract period. The budget for this initiative is up to 3,700,000 USD. The agency will hold a pre-bid meeting on June 9, 2026. Bidders must submit all questions no later than July 7, 2026.
