Utility Network Implementation System

The City of Garland, Texas, is seeking a vendor to deliver a comprehensive, integrated implementation of its next-generation electric GIS and design environment. The agency needs to migrate its existing geometric network data to the ArcGIS Utility Network and implement ArcGIS Enterprise. This project aims to establish a single authoritative system of record within the utility network while supporting branch versioning, multi-user editing workflows, and full network topology, connectivity, and data integrity. The scope of work requires the implementation and configuration of the Schneider Electric ArcFM XI platform. The selected vendor must provide a clear utility network migration approach, an ArcGIS Enterprise and ArcFM XI implementation approach, and a robust data migration and validation methodology. Additionally, the project covers data migration, testing, training, go-live support, and support for on-premises, cloud, or hybrid applications that rely upon GIS data to ensure a secure, scalable, and auditable enterprise deployment. Eligible bidders must be onshore organizations based in the United States of America. The agency allows the performance of the work to occur offsite. Bidders must submit any questions regarding this opportunity no later than June 23, 2026.
