Asbestos Reporting System and Compliance Management Service

The District is seeking a modern, reliable, and sustainable compliance management system to handle all aspects of asbestos regulatory compliance. The agency needs to replace its existing Microsoft Access database and related data sources with an enterprise-level system that aligns with District technology standards, security requirements, and data governance practices. This system must support appropriate user access controls to ensure data security while enabling necessary access for authorized users. The scope of work requires the design, configuration, and deployment of the compliance management system, alongside the migration and validation of historical data to ensure completeness, accuracy, and regulatory integrity. The requested system must manage asbestos inspections and re-inspections, track asbestos-containing and assumed asbestos-containing materials, and document condition assessments and response actions. Additionally, the system must store and maintain asbestos management plans and handle the record retention and reporting necessary to demonstrate regulatory compliance. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
