Video Management System

The government authority located in Salem, Massachusetts is seeking a vendor to provide and implement a new on-premises enterprise Video Management System. This system must support campus-wide video operations and investigative requirements while fully integrating with the existing Lenel OnGuard access control system. The integration must enable centralized management, auditing, reporting, alarm monitoring, and contextual video pop-up directly within both the video management system and the access control system interfaces. The scope of work covers software deployment, licensing, system configuration, and critical integrations. Beyond Lenel OnGuard, the system must integrate with Microsoft Entra ID or Microsoft Azure/SAML 2.0/MFA, existing ONVIF-compliant camera devices, third-party intrusion detection systems, and video intercom systems. The agency requires the system to retain standard video recordings for a minimum of thirty days and ensure protected retention of investigative video for at least ninety days. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform all work onsite in Salem, Massachusetts. The agency is looking for proposals to determine the budget and will award a contract with a performance period of five years. An optional pre-proposal site walk will take place on June 15, 2026.
