The agency is seeking an inventory management system to replace its current legacy applications and temporary solutions. This new system must resolve existing operational challenges by providing a reliable, user-friendly, and accountable tool for both staff and inmate workers. The solution must function both online and offline, providing asynchronous batching while disconnected and allowing full offline operation for inmate workstations with periodic supervised synchronization. The requested scope of work requires role-based access controls for staff and inmate groups, utilizing Microsoft Entra ID for single sign-on and multi-factor authentication. The system must offer an intuitive interface suitable for varying literacy levels, include clear audit trails for all actions, and support modern equipment such as barcode scanners, printers, label printers, and handheld devices. Additionally, the selected vendor must provide comprehensive training materials, onboarding assistance, and ongoing support. Core functional requirements include adjusting, counting, and tracking inventory quantities across multiple storage and bin locations, as well as tracking the movement of items between these locations. The system must allow item searches using descriptions, barcodes, or custom fields, support bulk import and export of inventory data, and allow the addition of item notes, metadata, and custom fields. It must also support both line-item and full-shipment receiving, allow audited corrections of purchase requests and invoices, and provide alerts for outstanding payments. Eligible bidders must perform all work offsite and within the United States. The agency accepts digital submissions via email or online portal.
