Enrollment Management System Design, Development, Implementation and Ongoing Hosting and Support Service

The issuing agency is seeking a vendor to design, develop, implement, host, and support an enrollment management system. The agency requires a highly resilient architecture with no single point of failure, supporting fault tolerance and failover across web, application, database, storage, and secondary devices. The system must remain available twenty-four hours a day, seven days a week, excluding scheduled maintenance. The scope of work includes providing distinct environments for development, system integration testing, user acceptance testing, and production, with the ability to provision additional environments as needed. The solution must feature a user-friendly graphical user interface for its Business Rules Engine, allowing authorized users to create and maintain natural language business rules without coding changes. This engine must also support rolling back to prior rule versions without disrupting production operations and must send alerts for any rule failures. The system must collect, validate, and maintain Clinical Laboratory Improvement Amendments certification details, including certification levels, authorized procedures, effective dates, and locations for claims adjudication. The agency also requires a spell check feature within the notes section of the solution. All work must be performed offsite, and only United States organizations are eligible to submit proposals.
