Comprehensive Neighbourhood Traffic Safety Studies and Traffic Calming Manual Services

The Village of Glenview, Illinois is seeking a qualified vendor to conduct comprehensive neighborhood traffic safety studies and develop a traffic calming manual. The agency is trying to establish a holistic, data-driven understanding of neighborhood traffic volumes, speeds, safety concerns, pedestrian and bicycle activities, cut-through traffic patterns, and collector roadway performance across all residential areas. To achieve this, the project requires coordinating and reviewing historical information from the Parking and Traffic Advisory Committee meetings to identify repeated concerns. The scope of work covers extensive public engagement, including community workshops, neighborhood meetings, public open houses, and outreach to schools, the Parks Department, homeowners associations, advisory boards, and emergency services. The agency requires the creation of digital engagement tools, such as web-based content, interactive maps, and a mobile-friendly, ADA-compliant online survey portal for residents. Additionally, the selected partner must produce clear, statistically significant, and accessible educational materials explaining neighborhood traffic-calming tools. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of the contract work to occur offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, all clarifying questions regarding this procurement must be submitted no later than June 29, 2026.
