Cloud-Based Learning Management and Performance Management System

Horizon Behavioral Health is seeking a comprehensive, cloud-based Learning Management System (LMS) and performance management system to support its training, compliance, and professional development requirements. The agency requires an intuitive, user-friendly platform that enhances employee learning, ensures adherence to regulatory and accreditation standards, and streamlines the administration, tracking, and reporting of all required training courses. Bidders may propose an LMS, a performance management system, or an integrated solution that combines both functional areas into a unified platform. The requested LMS must support employee training, workforce development, compliance oversight, competency management, and organizational learning initiatives. The performance management system must support the creation, management, storage, workflow routing, and reporting of employee performance documentation and position-related records. The overall solution must enhance operational efficiency, improve employee engagement and accountability, and support regulatory and accreditation requirements applicable to public behavioral health. The scope of work includes integration and continual updates regarding personnel information, training assignment and enrollment management, online course delivery and tracking, and compliance and certification tracking. The agency requires automated notifications and reminders, supervisor training oversight tools and dashboards, mobile accessibility, and self-service functionality. The system must support multiple training formats, including videos, documents, presentations, and e-learning modules, as well as tracking and reporting functionality for externally hosted training. The platform must connect users to external training vendors, learning platforms, or third-party educational content through direct link integrations, supporting both internally managed training content and externally hosted learning opportunities. The agency also requires workflow and automation capabilities. Performance of the work will be offsite, and only onshore USA organizations are eligible to participate.
