The agency is seeking a vendor to provide a text messaging system that delivers automated appointment reminders and missed appointment notifications. This system must support real-time, two-way conversational text messaging for appointment reminders and ongoing direct participant engagement. The solution must also deliver targeted, real-time messaging to defined groups or sub-groups in both English and Spanish, with other languages being optional. The requested system must allow users to view real-time text and voice responses directly from a web portal. Chat texting capabilities within the solution must include features such as auto-translate, clinic out-of-office auto-responses, and chat templates. The system must offer chat messages from current, local, and recognizable phone numbers that support sender identification. The agency requires multiple levels of access to allow administrators high-level control while granting autonomy to agency and clinic-level users to send messages and view results only for participants within their areas. The automated messaging services must include telephone, text messages, and emails, along with configurable user notification creation and tracking capabilities. The system must also provide audit trails for user activities such as logins, message sends, contact edits, and exports. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for proposals to determine the budget, and the resulting contract period will be for one year. Bidders must submit all questions no later than June 26, 2026, and can submit their final responses digitally via email or online.
