RFI for Enterprise Cloud Brokerage Service

The Department of Veterans Affairs is seeking information to identify vendors capable of providing an enterprise cloud brokerage service. This service must consolidate, optimize, and govern multi-cloud operations across the Department of Veterans Affairs Enterprise Cloud environment. The current cloud computing environment hosts approximately 757 applications across three Federal Risk and Authorization Management Program High-certified cloud service providers, specifically Amazon Web Services and Microsoft Azure. The requested scope of work covers cloud brokerage platform software licenses and hosting infrastructure, alongside development, testing, and staging environments for platform releases. The agency requires project management, collaboration, and documentation tools, as well as artificial intelligence and machine learning cost optimization and workload placement recommendations. Additionally, the service must deliver enterprise discount and savings plan optimization, financial management with chargeback and showback capabilities, cloud governance and policy enforcement, and security and compliance monitoring. Bidders must be onshore organizations based solely in the United States. The performance of the work can occur either onsite or offsite. The agency is looking for proposals to determine the budget and plans to award a contract with a period of performance of one year.
