RFI for Modernization Moodle Learning Management System (LMS)

The agency is seeking information to modernize, upgrade, and sustain a Moodle-based learning management system environment, including core platform components and system integrations. The agency needs to solve challenges related to administrative support, reporting and analytics, accessibility compliance, and user capacity. The goal is to advance the effectiveness, efficiency, and scalability of the learning environment while supporting evolving mission requirements and workforce learning needs. The scope of work covers providing scalable and secure learning management system solutions capable of supporting both routine operational loads and surge population requirements. The project requires the ability to design, develop, update, and maintain SCORM and xAPI compliant training content to support learning and mission readiness. Additionally, the selected provider must support analytics and reporting functions for training usage and readiness indicators, while ensuring compliance with federal cybersecurity, data protection, accessibility, and operational continuity requirements. Eligible respondents must be onshore organizations based in the United States. Performance of the work may occur either onsite or offsite. The agency is currently looking for proposals to establish budget parameters for a contract period of one year.
