RFI for School Choice Education Voucher Platform

The issuing agency is seeking information on a commercially available, proven platform to administer a proposed school choice education voucher program. The agency needs to ensure that all voucher spending is strictly rule-based, tracked in real-time, and maintained in an audit-ready posture at all times. To prevent misuse, the agency requires a framework where any artificial intelligence or machine learning models used for fraud detection or fund optimization are transparent, auditable, and support human-in-the-loop review and override. The scope of work includes establishing a proven framework to verify that participating schools, tutors, and homeschool-support entities meet all legal, health, and safety standards. The agency also requires automated archiving of all platform communications, including helpdesk tickets and disputes, to support eDiscovery, dispute resolution, and Section 508 accessibility compliance. Work performance under the resulting contract may occur either onsite or offsite. Bidders must be United States organizations, as the agency is limiting eligibility to onshore entities. This procurement is set aside entirely for total small businesses. The agency anticipates a contract period of one year and is currently looking for proposals to determine the budget.
