Electronic Payment Services

The City of Lawrence, Massachusetts requires a vendor to provide electronic payment services, specifically a web-based online bill payment and credit and debit card processing system. The agency needs software that allows for automated transaction file imports and download exports compatible with their existing processing and setup functionality. The system must enable users to generate Accounts Receivable bills with past due amounts stated through a future date, and allow payers to reprint bill copies in PDF format showing address information as displayed after bulk mail processing. The requested scope of work includes providing secure online payment tracking and offering payers the option to elect paperless billing. The system must also allow payers to set up automatic and scheduled payments through their accounts. The selected vendor will perform all work offsite. The agency is limiting eligibility to onshore organizations based in the United States. Regarding budget, the agency is looking for proposals to determine the cost of the services. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
