The contracting agency in Ireland is seeking a vendor to provide a cloud-based human resources management system and managed payroll software as a service. The agency also requires the software to handle regret and offer letters, store contracts and personnel documentation, and include an e-signature facility for contracts and policies. Employees must be able to access some, all, or only their own files based on role profiles defined by the agency. For payroll and financial management, the system must accommodate salary adjustments for parental leave, unpaid and paid special leaves, and shorter working year amendments. The software must track social welfare receipts such as maternity pay and illness benefit, manage additional superannuation contribution deductions, and maintain pension records including service, salary, and scheme details. The vendor must ensure the system can download and incorporate all revenue payroll notifications into the monthly payroll in a timely and accurate manner. The scope also demands the completion and upload of the monthly payroll file, including starters and leavers, to Revenue, alongside the provision of electronic payslips. Eligibility is strictly limited to onshore providers located in Ireland, and the performance of all work will take place offsite.
