Paratransit Software

The agency is seeking a paratransit software system to manage customer files, generate schedules, and eliminate reliance on manual scheduling. This system must accommodate one hundred vehicles and forty administrative concurrent users while accounting for both directly operated and contracted transportation services. The agency needs to solve the problem of manual scheduling by implementing a solution that supports both standing-order and demand-response trips. The scope of work requires a software system that enables riders to manage their own trips, request self-service trips, and manually negotiate trips based on current availability. The system must feature a secure rider portal where users can fund their accounts and utilize integrated electronic fare collection to pay via mobile or web portals. Additionally, the software must integrate high-resolution GPS tracking with a sub-one-minute refresh rate to provide accurate, real-time vehicle location data and reporting. The requested software must allow reservation staff to access and edit client records in real time, support live dispatching, and provide real-time trip tracking updates to riders via a mobile app. The system must convert existing data into a fully functional, sortable, and searchable database while allowing for the creation of new client files. For mapping functions, the system must support GIS data that is exportable to ESRI ArcGIS, Google Earth, and other standard GIS platforms. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of all work to be conducted offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, all clarification questions must be submitted no later than June 12, 2026.
