RFI for Aircraft Registration Solution

The agency is seeking information to identify an aircraft registration solution that can replace its existing aircraft registration application on a supported, maintainable platform. The requested system must manage aircraft registration records, track history, and handle owner changes, status changes, and tail number management. Additionally, the solution must support multi-factor authentication to ensure secure access. The scope of work requires capabilities for generating and printing registration certificates, as well as automated generation and mailing of renewal notices featuring QR codes and access codes. The system must process online payments with automatic record updates and electronic certificate delivery, while also accommodating manual check payment entry and mailed paper certificate generation. All performance of the work will take place offsite. Bidders must be onshore organizations based in the United States to be eligible for this opportunity.
