Homeless Management Information System (HMIS) and Data Consultant Service

The agency is seeking a vendor to provide comprehensive technical assistance in support of the Homeless Management Information System and overall data management strategy. The agency needs to enhance the effectiveness of the system implementation, improve data quality and performance, and ensure timely and accurate reporting to HUD and other entities. This initiative aims to keep the system responsive to emerging data needs, maintain strong oversight, and leverage data to inform planning, performance evaluation, and funding efforts. The scope of work covers system data standards and privacy compliance, including the implementation of HUD-issued updates or recommendations. The selected consultant must provide ongoing, regularly scheduled data quality monitoring for participating programs. Additionally, the project requires ad-hoc data and performance outcome support to respond to time-sensitive or non-routine data requests. Eligible bidders must be onshore organizations based in the United States. The performance of the work can occur either onsite or offsite. The agency is looking for proposals to determine the budget and has established a contract period of one year. Bidders must submit all questions no later than June 18, 2026.
