The agency is seeking a compatible, user-friendly, and fully supported Learning Management System to serve as the central platform for delivering, tracking, and managing training programs. This system must improve learning efficiency across the organization, support various content types, integrate with existing agency systems, and provide robust reporting capabilities. The agency needs to streamline the delivery of e-learning, instructor-led, and live-virtual courses while enabling customized learning paths for different user roles. The requested scope of work covers a system with personalized user dashboards, customizable agency branding, and searchable course catalogs. The platform must support Sharable Content Object Reference Model compliant content, feature a mobile-responsive interface, and send automated email notifications. Additionally, the system must automatically add enrolled courses to the user's Outlook calendar and remain accessible off the agency network. Supervisors require dedicated dashboards to assign, track, and manage employee training, as well as the ability to run individual and departmental reports. The system must support role-based access for learners, managers, instructors, and administrators, with administrators having the authority to manage users and assign training tracks. The agency is establishing a contract period of three years for these services. Eligible bidders must perform all work offsite and onshore within the United States.
