The issuing agency is seeking a contractor-hosted, Software as a Service scrap metal compliance monitoring solution to capture and manage mandatory scrap metal transactions. This secure, reliable, and scalable system must allow scrap metal dealers and recyclers to submit transaction details. The agency requires secure, role-based access for different user groups, including multi-factor authentication and support for agency single sign-on where applicable. The scope of work covers enabling authorized users to search, filter, and analyze transaction data, as well as generate and export standard reports in common formats to support oversight and investigative activities. The solution must support auditability and traceability through secure data storage and audit trails. The selected contractor must handle configuration, implementation, phased transition, and secure data migration from the current solution to the new system to minimize disruption. The agency requires contractor-led onboarding, training, and ongoing support to enable adoption by external users, authorized internal users, and authorized agency users. The system must meet all applicable information technology, cybersecurity, privacy, and data-hosting standards. Performance of the work will take place offsite. Eligibility is restricted to Canadian organizations only. The agency is looking for proposals to determine the budget, and the contract period will span five years.
