Billing System Replacement Service

The agency is seeking professional consulting and implementation services to replace its legacy utility billing system. The project aims to deliver a comprehensive, modern utility billing solution that supports current and future operational, financial, and regulatory needs. The selected partner will support the replacement of the existing system, including associated business processes and supporting integrations. The scope of work covers solution design, configuration, implementation, and planning-level definition and execution of data migration from legacy systems. It also includes the design of data ingestion and integration processes for multiple external data sources, as well as integration with internal and external systems such as G/L systems, payment processing platforms, and geographic information systems. Additionally, the agency requires support for business process alignment, system testing, reporting capabilities, training for end users and administrators, and go-live planning and post-implementation support. Eligible bidders must be onshore organizations based in the United States. Performance of the work will take place offsite. The agency is looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than June 19, 2026.
