Cloud-Based Enterprise Resource Planning System and Implementation Services

The Town is seeking a vendor to provide a cloud-based enterprise resource planning system and implementation services. This solution will replace the Town's current platform and serve as the centralized hub for finance, human resources, payroll, utility billing, parks and recreation, and financial planning operations. The Town aims to provide its staff with an integrated ERP solution that supports efficient operations, improves data visibility, and enables a consistent, streamlined experience for internal users and the public. The scope of work covers a general ledger with fund accounting and multi-fund support, accounts payable, accounts receivable, fixed asset management, and a purchasing and procurement workflow. The system must support the end-to-end budget lifecycle, budget versioning, and real-time budget-to-actual reporting. For human resources, the platform must manage employee records, payroll processing, benefits administration, and time and attendance tracking. The requested system must also handle utility billing, customer account management, automated billing cycles with meter data integration, and consumption monitoring. The Town requires a disconnect and reconnect workflow with real-time payment visibility, alongside an integrated point-of-sale supporting multiple departments like parks and recreation, concessions, and golf operations. Eligible bidders must be onshore organizations based in the United States. The Town requires the performance of the work to be completed offsite. The Town is looking for proposals to establish the budget for this project. A pre-bid meeting is scheduled for June 11, 2026.
