Command, Control Experimentation and Modernization Software Engineering Services

The United States Department of the Navy is seeking advanced software engineering, systems integration, and services to develop, mature, and transition Command and Control software prototypes into operational Naval and Joint Programs of Record. The agency needs to solve the challenge of modernizing command and control capabilities by integrating advanced software solutions and automation into existing military frameworks. The scope of work covers the development, implementation, and testing of software code for the Rapid Asset Pairing Tool, the Warfighting Capability Tool, the True Numbers data environment and evolving data analytics, and the Battlespace Integrated Graphics Styler. The selected contractor must also perform development, implementation, and testing for the AEGIS Combat System and integrate Generative Artificial Intelligence into the systems. Additionally, the project requires delivering software builds, testing, and cyber scans within the Command and Control Experimentation DEVSECOPS environment and the Overmatch Software Armory, as well as posting containers in the Overmatch Software Armory Software Artifactory. The agency also requires the development of software that processes human-originated inputs and queries to provide automated machine-to-machine data source ingest. Eligibility is strictly limited to onshore, United States organizations. The agency requires all performance of the work to take place offsite. Bidders must submit their responses digitally via email or through the designated online portal.
