Workplace Training Opportunities Pilot Services

The Washington State Department of Labor and Industries in Olympia, Washington is seeking a vendor to establish and execute employer-based workplace training plans for injured workers receiving vocational rehabilitation services. The agency is attempting to solve the challenge of placing injured workers into viable work-based learning opportunities, such as on-the-job training, work experience, internships, or transitional jobs. To address this, the agency requires a partner with an existing employer network known to support these placements and the system capability to serve as the employer of record for the trainees. The scope of work requires the selected vendor to demonstrate the administrative capability to establish training goals, track progress, and report measures throughout the duration of the work-based learning placements. The vendor must also possess the accounting capability to directly pay wages and benefits to the work-based learning trainees. The performance of all contracted work must take place onsite within the United States, as the agency restricts eligibility to onshore providers. The agency is issuing a one-year contract for these pilot services and is requesting bidders to submit budget proposals for the work. Bidders must submit any questions regarding this opportunity no later than June 15, 2026. Final responses must be submitted digitally, either via email or through the designated online portal.
