Geographic Information System (GIS) Mapping and Surveying Services

The City of Union City, Georgia, is seeking a consultant to support, maintain, enhance, and expand its geographic information system capabilities. The agency currently utilizes GIS for mapping, spatial analysis, data management, and internal and public-facing applications. The selected consultant will help solve the agency's need for comprehensive GIS services across planning, zoning, permitting, public works, public safety, economic development, and other municipal operations. The scope of work covers data management, mapping, spatial analysis, application development, system administration, and staff training. The agency requires the creation, maintenance, and update of GIS datasets, alongside cloud-based GIS solutions and data hosting support. The consultant must also provide and maintain a mobile field application capable of supporting real-time data collection, editing, and verification of utility and infrastructure assets in the field. Additional responsibilities include integrating GIS data with third-party systems such as permitting, planning, asset management, and records management systems. The agency requires the development and maintenance of web-based GIS applications and dashboards, as well as data quality control, metadata development, and documentation. The project also entails economic development and redevelopment analysis, development capacity and suitability analysis, and ongoing and project-based GIS system administration and user support. Eligibility is restricted to onshore organizations based in the United States. Work performance may occur onsite or offsite, and bidders must submit their proposals digitally via email or online. The agency is looking for proposals to determine the budget, and it has not signaled a specific funding limit. The agency will host a pre-proposal conference on June 10, 2026.
