Licensure Compliance System

The agency is seeking a cloud-based, vendor-managed, hosted, Software as a Service (SaaS) licensing system to replace its current licensing and compliance system. This new system will modernize the management of licensing and compliance enforcement services using a single, secure platform. The solution must support the complete life-cycle of administration for licensure, certification, and compliance across eight professional fields. The project covers a unified platform of record for the Boards that encompasses application intake, renewals, reinstatements, and firm licensing. The system must also manage tracking and audits, complaints and investigations, and board workflows. Additionally, the agency requires role-appropriate staff and public portals, configurable rules and queues, document generation, notifications, and an accurate, current public roster. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of all work to be conducted offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
