Electronic Payment Processing Services

Snohomish County is seeking a modern electronic payment processing system that seamlessly integrates with Oracle Fusion and other existing county software programs. The system must specifically support bidirectional integrations and seamless interoperability with Oracle Fusion Accounts Receivable and Cash Management modules, as well as integrations between other county systems and third-party vendors. The selected contractor will provide merchant services, settlement services, and daily fund deposits while accepting and processing payments across all major channels, including electronic checks and mobile wallets such as Apple Pay and Google Pay. The county requires an administrative feature within the tool that allows staff to add new products and services to the payment processing system as needed. Payers must have continuous access to electronic payment options and networks with an uptime rate equal to or exceeding 99.999 percent for a single day over a thirty-day contiguous period. Performance of the work will take place offsite over a contract period of five years. Only organizations based in the United States are eligible to submit proposals for this opportunity. Bidders must submit all questions regarding the solicitation no later than June 8, 2026. Proposals must be submitted digitally via email or online, and the county is currently looking for proposals to establish the budget and pricing structure.
