App-based Public Education Waste Identification Tool

The agency is seeking an online and optional app-based public education waste identification tool to help members of the public identify where and how to dispose of or divert waste materials. This tool must be intuitive for customer use, allow customers to easily search for different materials, and come preloaded with an existing database of waste items. The agency requires the tool to be easily embedded onto its website with customizable content, including a map with location results and opening hours. The scope of work includes providing an activity and reporting dashboard, as well as the ability to add or edit items and set their waste streams, such as trash, recycling, drop-off locations, or bulk collection. The agency is also requesting an optional tab on the website tool to list all drop-off locations on a single map. Performance of all work will occur offsite. Eligible bidders must be onshore USA organizations. Bidders must submit any questions no later than June 10, 2026, and responses can be submitted digitally via email or online. The agency is looking for proposals to determine the budget, and the resulting contract period will run for three years.
