Quality Control (QC) Data Management Software

The agency is seeking a vendor to provide quality control data management software for data access, analysis, review, management, tracking, statistical evaluation, and verification of quality control performed at all laboratory sites. This software must monitor both quantitative and qualitative data while assigning different levels of permission access to staff, including basic operator, key operator, and administrator. The system must capture real-time data generated by various analysers, instrument managers, and middleware software without manual intervention, while also supporting manual entry of quality control points when required. The requested scope of work covers a system that facilitates bench-level and supervisory data reviews with reviewer signatures or identification, alongside central administrator access to review performance across multiple sites. The software must allow users to specify expected results for qualitative tests, reject data values outside acceptable limits, and automatically calculate statistical parameters such as mean, standard deviation, coefficient of variation, standard error, and measurement of uncertainty. Additionally, the software must apply Levey-Jennings multi-rule quality control, tailor rules for each assay to ensure high error detection and avoid false rejections, and compare data across multiple assays and analysers to flag random or systematic errors. The agency requires the software to be compatible with other manufacturers' quality control materials, in-house materials, and Data Innovation or middleware software. Eligibility is restricted to onshore providers located in Canada only. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online. The agency has not disclosed a set budget and is looking for proposals to define the cost.
