The provider must serve as the primary content source, allowing students to earn initial credit in niche or high-demand fields without requiring a content-certified teacher physically present in every building. The scope of work requires synchronizing digital learning with the district's specific scope and sequence to ensure seamless transitions for students moving between digital and traditional classrooms.
