Enforcement Case Management System Readiness, Analysis and Pre-Implementation Services

The issuing agency is seeking a vendor to provide enforcement case management system readiness, analysis, and pre-implementation services. The agency needs to address end-to-end enforcement operations, which encompass complaint intake, investigations, evidence management, and compliance actions. These compliance actions include administrative penalty systems, notices of contraventions, property standards orders, part I certificates of offence, part III summons, management, and long-term records retention. The scope of work requires operational reporting on case status, workload, timelines, and enforcement activity, alongside management and executive dashboards for oversight and performance monitoring. The selected vendor must analyze requirements for compliance and statutory reporting, audit, disclosure, and legal reporting to support court, tribunal, freedom of information, and internal oversight needs. The requested services also cover secure evidence handling that meets chain of custody requirements, enforcement-specific workflows, defensible audit trails, and integrated case views spanning people, locations, violations, evidence, and outcomes. Eligibility is restricted to onshore vendors located in Canada only. The performance of the contract work will take place offsite.
