The agency is seeking a vendor to deliver a PeopleSoft HCM benefits optimization and implementation solution. This project aims to modernize benefits enrollment, automate processing, and ensure seamless integration with payroll and carriers. The selected provider will implement approved changes to benefit programs, plans, and coverage codes while validating all payroll integration impacts. The scope of work covers migration and cutover strategies spanning development, test, and production environments, complete with rollback plans and go/no-go criteria. The agency requires the automation of event-driven processing for hires, life events, and status changes to minimize manual intervention. Additionally, the project demands a fully automated end-to-end delinquency processing framework to handle arrears, refunds, terminations, and automated member notifications. Enrollment modernization efforts must include fluid enrollment, activity guides for life events, and configured document attachments, approvals, and notifications. The agency also requires administrative capabilities such as a Work Center, audit tracking, and insights dashboards. Integration requirements dictate strict payroll alignment, carrier interface validation, and data migration using the data migration workbench with no lossy or one-way integrations. Eligible bidders must be onshore organizations based solely in the United States. The agency expects the performance of all work to take place offsite.
