Human Capital Management Implementation Solution

The agency is seeking an integrated Human Capital Management solution, inclusive of implementation services, to support human resources, payroll, and workforce management. The project aims to modernize operations, improve integration, and establish a scalable platform capable of supporting operational complexity and future needs. The selected solution must standardize and automate recruitment and onboarding workflows to support high-volume and seasonal hiring while providing a candidate-facing interface for application submission, status visibility, and automated communications. To improve payroll administration, the agency requires rules-based processing and strong internal controls to ensure accuracy, compliance, and auditability. The system must process all employee lifecycle transactions and status changes through standardized, in-system workflows with appropriate approvals and audit trails. Workforce management requirements include mobile and tablet clock-in capabilities, timesheet review and approval with audit trails, user prompts for time entry, and configurable self-service widgets. The solution must support automated workflows, configurable business rules, multi-level approvals with delegated authority, and automated tasks for integrated systems like Active Directory. The agency also requires capabilities to track return-to-work stages with document attachments, manage health and wellness initiatives, and host role-based access controls to comply with collective agreements and internal policies. Bidders must be Canadian organizations, and the performance of the work will take place offsite.
