Shoreline Permitting Workflow Management System

The agency is seeking a vendor to provide a comprehensive shoreline permitting workflow management system. This system must include a public-facing permit portal where applicants can submit applications, track their status, and receive notifications. The requested solution must manage the end-to-end permit lifecycle, including application intake validation, review, approval or denial tracking, and renewal management. The scope of work covers document management, automated workflow routing, task and case management, and integration with GIS and external systems. The agency also requires capabilities for payment processing, fee management, inspection management, and compliance and enforcement tracking. Additionally, the system must support reporting and analytics, environmental and regulatory reporting, security and data protection, and mobile accessibility. Eligible bidders must be onshore organizations based in the United States. The agency will allow the selected vendor to perform all work offsite. Bidders may submit their proposals digitally via email or online. The agency is seeking budget proposals from bidders to determine the project cost. The contract period will span three years.
