Laboratory Information Management System

The agency is seeking a vendor to provide and install a cloud-based laboratory information management system. This system must solve the problem of manual, paper-based laboratory processes by supporting fully paperless workflows through digital worksheets and templates that capture analysis information within each unit. The agency requires a solution that secures sensitive data through role-restricted access for internal investigations and prevents data entry errors by allowing users to undo functions on pages. To prevent duplicate records, the system must immediately notify users if a case identifier already exists before a new record is created. The scope of work covers tracking and reporting comprehensive metrics at the unit, analyst, and laboratory-wide levels. These metrics include accepted and received service requests, case backlogs, completed cases, the number of examined samples and items, reported conclusion types, and turnaround times for technical and administrative reviews. The system must also generate reports showing evidence inventory for analysts, designated locations, units, and the entire laboratory. Additionally, the software must maintain a complete audit trail by tracking all changes made to a case file, including the date, time, user identity, the specific change, and the reason for the modification. Eligible bidders must be onshore organizations based solely in the United States. The agency requires all performance of the work to occur offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposals to determine the budget. The agency will host an optional virtual pre-submission conference on June 10, 2026.
